Uninstall fully all the asus software related to fans control, and wait until Windows has finished getting All updates available, then reinstall the software from asus. If you haven't done it already, and the OS is in good shape, do update to 1903 but only if you are certain your drivers and apps will work normally afterwards, otherwise a offline clean installation is the best way to go.
